Just recently, he resurrected again the list in time for the upcoming election in May; despite some legal advice from well meaning institutions that it may be against the Election Code Law, and amidst public perception that he is using it only to target his critics and political opponents.
It definitely sends a chilling effect to all, especially to the LGUs or local officials (Governors, Mayors, Barangay Chieftains) that they should toe the line or else...
Timing of the release, again is a suspect, seven weeks before the election? The oppositions cried foul as it scares potential supporters from the LGUs, including private donors for the opposition candidates. No big companies would openly support the opposition's candidates for fear of retaliatory tactics from this regime. It is like going for a harakiri.
He would use the list threatening his targets as if the list is carved in stone or can be supported by solid evidence.
However, his list has been the subject of disputes even among his enforcers like the PDEA and PNP. These two law enforcement agencies are not so keen in releasing the list, admitting that there is not enough evidence to file raps or charges based on the list alone, as it will not stand in court. But, they cannot break the wish of the president.
The verbal threat and the consequential effect of the Duterte list could spell doom and even risk the lives of the targeted individuals.
But recently, an ex intel officer-policemen who is now in hiding, revealed an intelligence report that he previously prepared and submitted to the law enforcement agencies, implicating the president's adviser, a Chinese national and two others who are behind the shipment, distribution, and proliferation of drugs in the country, which the president readily dismissed as fabrication. And strangely, the intel report is missing, despite PDEA - Anti Drug chief confirming that he forwarded it to the office of the president.
In addition to the revelations of the intel officer, a viral video is now circulating online, coming from a certain Bikoy, probably not his real name, for obvious reason - security. He confessed that he was a former member of the syndicate. The video is titled "Ang tutuong Narco List Episode 1."
In his narration, he implicated Pulong, the son of the president as one of the principals, who receives a monthly TARA or allocation from a drug syndicate. He narrated that Pulong would received millions using a dummy account being handled by a person very close to the family.
The allegations would list bank accounts and records of bank transactions.
If you are to believe the viral video, Pulong is the principal, and a certain Waldo is his dummy or say 'the bagman'.
According to Bikoy: Waldo's accounts receives a monthly allocation of P30 million pesos from the drug syndicate, being deposited in a rural bank.
"The principal uses two coded names with TARA numbers -ALPHA-TIERRA 0029 at POLODELTA-TSG01."
Listed are four bank accounts under a CARPIOWALDOREYES and another CARPIOWALDO.
Waldo? Bikoy identified him as the brother of Mans; the husband of Sara. Waldo now works at the Department of Agriculture, Bikoy added.
Based on Bikoy's (TARA) record, two big withdrawals or transfer of funds were made from Waldo's Rural Bank accounts; one on May 28, amounting to P170 million and another on December 28, amounting to P210 million.
The mentioned withdrawals or transfers were forwarded to a big international bank. Thus, the recipient or beneficiary had to be properly identified, so it was revealed...."it was under a certain Paolo Duterte."
Bikoy added that the total amount of the two fund transfers is exactly the amount recorded, as received, accumulated, in Waldo's account. In other words, Waldo appears to be a dummy for Pulong.
The second part of the revelation: On the controversial Dragon tattoo, Bikoy confirmed that he personally saw the tattoo at the back of Pulong, affirming that it bears a code number, representing numbers identical to the (TARA) numbers after his coded names.
Bikoy added that it can be seen under the eye of the Dragon tattoo; the alpha numeric code ALPHA-TIERRA 0029 and note that these characters are also being used as his code name in the TARA (allocation) in the bank.
Bikoy ended up by saying "This is our first principal - Paolo," so expect that there are others, as the title would suggest, Episode 1.
