DUTERTE THREATENS THE HEALTH WORKERS, FOR PLOTTING A REVOLT?

"Duterte Addresses The Nation. As usual, Unholy Hours"

Duterte addresses the nation in lieu of the plea from the medical sector to revert the current GCQ (General Community Quarantine)  to a more restricted MECQ or Modified Enhanced Community Quarantine due to surging COVID-19 infections, and the hospitals, including designated quarantine camps are already full. 

The health workers as a group, were asking for a respite, a breather, as many of them were either exhausted or hospitalized as well, infected. One representative of the group said that the influx of patients has to be stopped at least for two weeks or the health care will suffer a collapse.

Here comes the address of the nation...As expected, still frustrating for many, is why would the president address the nation in such unholy hours where many would rather be resting or sleeping. He is nocturnal, period.

He started the meeting with the key members of the IATF (Inter Agency Task Force 'on Emerging Infectious Diseases'); the committee headed or chaired by by soldiers or ex-generals. 

As usual, he started jumping from one topic or issues to another, almost incoherent at times. Below is a summary of the salient, including his ranting, obviously irate towards the medical sector for calling him out or making their plea in public or open.

I've never seen such a color pigmentation. A dead man walking. Anyways, he cited incentives and additional benefits for the medical sector, a promise, to be included in the Bayanihan Law 2 that is still being finalize by the lawmakers. It would also include free transpo, accommodation, subject to availability of funds...

Suddenly, the tirade, now starting to be incoherent. A long one, and I am getting frustrated. The only reason I watched the address is to find out if the plea of the medical workers will be granted.

Fuc*! I'm waiting if MECQ will be mentioned...No.

There you go...he was predicating. "We have no more money to give to the people, I cannot afford anymore..."

Fuc*! Will you just say it? MECQ or status quo? He was mumbling...

Then, boom! Wow! Duque interrupted Duterte to reiterate (don't beat around the bush) his recommendation to put NCR under MECQ at least for 15 days...

Secretary Duque: "Sir, I would respectfully reiterate if you can grant the health sector's request...(Duque was more of apologetic, and sounded like a cute puppy wagging his tail).

Digong replied: Go!

Then IATF chair Galvez, cited additional benefit P10,000 for the health workers...

Digong replied: make it P15,000. Wow!

Back to the proposed MECQ: Duterte now predicating the absence of aid or SAP (Social Amelioration Program), "walang pera!"

"Huwag kayong mawalan ng pag-asa...stretch your patience and endurance...blah, blah, blah, he added, addressing the health workers.

This is the chilling part. Duterte: I don't compare with other countries, but he still cited COVID-19 cases in the US...then all of a sudden...a revolution (revolt)? He is now saying that the health sector is planning a revolution? He said "go ahead."

Duterte: "Next time just ask for an audience, you don't shout revolution, sige go ahead, patayin nating lahat may COVID, blah, blah." Did he just snapped?

Duterte: "I dare you do it."

Taking a breath, he went back to the vaccine: "Buti na lang meron ng bakuna, dumating na." (Good thing that the vaccine is already here) ???

He is not done ranting against the health workers... 

Duterte: "Kung magresign kayo (health workers), I will call the...soldiers can work 28 hours a day. Kung magrebolusyon kayo, you're just giving me a ticket to do counter-revolution."

Then video black-out. Oops, an anchor from GMA7 ended the program and announced that the request to impose MECQ in Metro Manila has been approved. 

So the MECQ or the appeal of the medical workers to revert back to stricted quarantine protocols was approved, minus the threat. 

I say, a carrot and stick approach?

Duterte has approved the imposition of Modified Enhanced Community Quarantine in Metro Manila, Laguna, Cavite, Rizal and Bulacan as recommended by members of the Cabinet. It will take effect at midnight of August 4 and will be in place until August 18. Full story at the link via www.philstar.com.
